[unix] japanese/ja-squirrelmail MAINTAINER update _

fkimuraさんから貰ったpatchを入れて。
compilepo自体がメッセージをだすので@{ECHO_CMD}は外しました。

「PORTREVISIONを使え」:

I think you meant bumping PORTREVISION, not PORTEPOCH. PORTEPOCH should be used when port version is decreased. PORTREVISION indicates a new revision of the port when the version did not change.
